Manages the delivery of compliance services to Employee Benefit service teams, their clients and prospects regarding the applicability of federal, state and local laws and regulations to health and welfare (H&W) and fringe plans. Oversees development and distribution of client compliance materials and the creation, maintenance and delivery of client compliance summaries and research tools, including monthly Legislative Update newsletters and seminar materials. Interacts with regulatory bodies (Department of Labor, the IRS, Department of Managed Health Care, Dept. of Health and Human Services, etc.) to identify and address new regulatory obligations related to Health and Welfare issues. Conducts onsite and offsite client seminars on state and federal mandates related to Health and Welfare issues.
Other responsibilities of this position include research federal, state and local laws, answer questions posed by Employee Benefits Teams, review Summary Plan Descriptions, service agreements, plan documents and other pertinent H&W plan documentation. Assist Employee Benefit Service Teams with the design, implementation and administration of full flex cafeteria plans, HSAs, wellness programs and retiree health trusts.
Travels to office and client sites, including some overnight stays, mainly within the Central Time Zone to maintain effective communications and negotiations with executive level client contacts and other professionals.
General WFIS Health & Welfare Consultant 2 duties:
Manages the delivery of compliance services from moderate to complex clients and prospects regarding COBRA, ERISA and HIPAA regulatory provisions. Acts as a resource on federal and state laws relating to Health and Welfare issues. Oversees development and distribution of client compliance materials and the creation, maintenance and delivery of client compliance summaries and research tools. Interacts with regulatory bodies (Department of Labor, the IRS, Department of Managed Health Care, Dept. of Health and Human Services, etc.) to identify and address new regulatory obligations related to Health and Welfare issues. Conducts onsite and offsite client seminars on state and federal mandates related to Health and Welfare issues. Provides leadership to staff; determines training required for developing core skills, technical knowledge, strategic thinking and verbal and written communication skills.
Basic Qualifications
5
years experience with employee benefits, ERISA, COBRA, HIPAA, FMLA regulatory provisions.
Minimum Qualifications
Strong computer skills, MS Office suite, HyperPrep or similar software. Demonstrated strong written and verbal communications skills. Ability to read, analyze and interpret governmental regulations. Ability to travel to various office and client locations, as required.

Experience, knowledge and understanding of insurance pertaining to Employee Benefits.
Law degree (Juris Doctor).
Demonstrated experience in effectively communicating and interacting with executive level clients, and the ability work independently and part of a National team.
Prior experience dealing with private and non-profit organizations
Ability to travel more than 35% of time including some overnight stays

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
