Clinical Nurse Educator for Primary and Specialty Medicine Clinics

The Nurse Educator is responsible for the overall education and competency validation of staff within the Primary and Specialty Medicine Clinics under the supervisor of the SubSpecialty Medicine Clinic Director.
This position requires flexibility in schedule and assignments. The incumbent must be poised and articulate in communicating with people of varied educational levels and varied ethnic backgrounds. Willing to work cooperatively as a member of a team in all assignments. Makes caring for the veteran his/her priority while in the work setting and demonstrates customer service principles in all aspects of work. Self-motivated in the pursuit of meeting professional work standards.
The Primary and Specialty Medicine Clinic Nurse Educator.is primarily responsible for the orientation of new employees, evaluation of their progress in the orientation process, and for developing, implementing and evaluating the learning plan for improving identified deficiencies. The population served includes all employees, nursing staff and support staff, patients and families seeking care and receiving treatment in Primary andSpecialty Medicine outpatient areas. The Educator will work collaboratively with Employee Education and associated services within the medical center in the development, implementation and evaluation of patient care service and educational programs and initiatives for the Primary and Specialty Medicine areas. The incumbent will actively participate in workshop/continuing education programs designed for career advancement as well as clinical care and training of staff in the Primary and Specialty Medicine areas.
Specific Unit Based Clinical Educator responsibilities include, but are not limited to:
Unit based clinical educator providing on-going hands-on instruction, support, and staff development services in the clinic areas.
Maintain clinical presence on the unit approximately 50% of the FTE to assist with clinical care providing direct patient care and 50% department education for the Primary and Specialty Medicine areas
Coordinate and implement annual and ongoing initiatives, The Joint Commission standards and VHA directives for Primary and Specialty medicine care delivery.
Conduct Just in Time training and education for staff as needed/requested on various topics and deficiencies.
Coach and mentor new and existing staff in the development and expansion of clinical skills and knowledge.
BASIC REQUIREMENTS:

Full unrestricted Licensure, Certification, or Registration required
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
EDUCATION/EXPERIENCE REQUIREMENTS:
GRADE DETERMINATIONS:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.The criteria are as follows:
Practice: practice, ethics and resource utilization;
Professional Development: performance, education/career development;

Scientific Inquiry: quality of care, research.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Nurses earn 5 weeks of vacation per year (prorated for PT). VA may offer newly-appointed Federal employees credit for their job-related non-federal experience or active duty uniformed military service. The check will bounce and the victim is left responsible.
