How your work would contribute to our organization and the Twin Cities region:
TheManager Transitway, Speed and Reliability Planningwill m anage the planning and development of transitways and bus speed & reliability projects for Metro Transit together with partner agencies and roadway authorities.
Direct staff to support the projects outlined in the five-year speed and reliability program.
Coordinates with internal staff at Metro Transit and Council departments, external stakeholders, project funding partners and the public as the project progresses through scoping, alternatives analysis and the draft environmental impact statement (EIS).

The salary displayed is the full salary range.
The hiring salary will be determined based on the final candidate's qualifications, the Council's internal pay structures, and our total compensation package for the position.
NOTE:
After the initial six-month probationary period, this position may be eligible for a hybrid (both remote and onsite) telework arrangement.
The candidate's permanent residence must be in Minnesota or Wisconsin.
What you would do in this job Transitways Planning
Serves as Council lead on planning/studying stages of transitway projects in development.

Manages and directs market analysis/research, planning and development of a transitway project.

Coordinates with external stakeholders.

Reviews transitway project(s) and sub-elements to ensure consistency with budgets, service standards, market appropriateness, Council policies, efficiency, effectiveness, and economy of overall project.

Develops and maintains e xternal stakeholder relationships at high organizational levels.

Leads development of Highway 55 and Highway 169 BRT studies and service demonstration.

Supports the development of BRT network including Network Next updates.
Speed and Reliability:

Provides agency leadership for external TSP, Speed and Reliability Committee including representatives from Hennepin County, Ramsey County, City of Minneapolis, City of St.
Paul, Move-MN, University of Minnesota Center for Transportation Studies, and Metro Transit.

Provides leadership in developing Metro Transit Speed and Reliability Five-Year Program.

Provides guidance and support for Speed and Reliability staff in coordination across internal departments (BRT, Operations, Engineering and Facilities) and roadway authorities, development of evaluation and implementation strategies and capital and maintenance budget development for Speed and Reliability Program.

Responsibilities:

Successfully leads implementation planning for funded projects that include service and facility plans and budget, in coordination of internal and external stakeholders.

Prepares an operations plan and budget in coordination with Bus or Rail Operations as appropriate depending on the stage of each project and coordinates closely with other divisions in bus and rail operations on matters involving transitway service and facility planning.

Oversees administrative functions by managing consultant contracts as needed; ensures documents are properly managed and archived; prepares grant applications; and conducts research and analysis.

Manages staff assigned to work on projects; provides work direction to staff from other departments; hires, trains, manages and mentors staff to support projects; approves timecards, conducts performance reviews etc.

Performs other related work as apparent or assigned.
What education and experience are required for this job (minimum qualifications)A high school diploma or GEDANDten (10) or more years of project management experience in transit or transportation projectsWITHt hree (3) years of management/supervisory experience.
An educational degree in U rban Studies, Transportation Planning, Geography, Statistics, Business Administration, Civil Engineering , or closely related field may substitute for project management
Experience:
