Criminal Investigator

At the entry level of this position, you will:
- Participate in investigations of suspected criminal violations of environmental statutes. Assist senior Special Agents in criminal investigations of varying complexity and scope; piece together evidence that comes from other investigators stationed throughout the nation. Assist with the collation, evaluation, and integration of information on possible violation(s) and recommend courses of enforcement action to prosecute and deter criminal violations of environmental protection statutes. - Participate (with assistance of a senior Special Agent) in investigations of organizations that are complex and may have a large number of primary and subsidiary activities. Investigations have significant scope or are nation-wide in origin or coverage. Suspected violators are often highly organized crime groups whose criminal activities are interwoven with legitimate business activities. Assignments may involve surveillance, arrests, and seizures which may be performed under hazardous and dangerous conditions. - Assist with identifying and developing leads and initiating new cases based on CID investigation priorities. Gather raw intelligence, establishing productive contacts within EPA, other law enforcement organizations, prosecutors, public institutions, and the private sector. - Develop and prepare operational plans (with assistance of senior Special Agents) for investigative activities required for Federal search and arrest warrants, undercover operations, and electronic surveillance and monitoring. - With assistance of senior Special Agents, safely carry out duties to serve Federal search and arrest warrants through the use of sworn affidavits. Recognize, seize and preserve evidence at the place of search, and properly apply legal principles. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. You do not need a degree to qualify for this position.We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as experience carrying out specific tasks, such as conducting particular interviews and writing reports of them to be included in.- OR 1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position- OR an equivalent combination of education and experience.To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as experience assisting senior investigators in planning and conducting general, regulatory, or specific inspections or investigations; verifying and corroborating information, and controlling evidence of violations; preparing portions of investigative reports; and testifying/attesting to evidence secured to contribute to regulatory, enforcement, or prosecutorial action.- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position- OR an equivalent combination of education and experience.Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Knowledge of criminal provisions of environmental protection statutes, laws and regulations to inspection, investigation, enforcement, and/or compliance work. 2. Knowledge of decisions and precedential cases involving admissibility of evidence, search and seizure, and arrest authority. 3. Knowledge of business operations and techniques to analyze books and records to find evidence of complex, subtle and skillful manipulation and concealment. 4. Skill in drafting complex investigative activity reports, undercover operational plans, search and arrest warrant affidavits, and other documents. 5. Ability to apply and interpret specific laws and regulations relating to investigative jurisdiction. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
