Administrative Officer

Provides administrative support and direction related to a wide range of subject areas, including but not limited to time keeping, personnel actions, contract management, fund control point management, programs and policy, appropriate provider access, telehealth scheduling, and education. Responsible for assuring that all VA mandatory requirements are met and documented. Works independently to identify barriers, develop systems to address deficiencies, and establish time frames for meeting program requirements. Independently initiates assessment and comes up with plans for improving efficiency of operations, reducing waste whenever possible. Assists with operational recommendations and related tasks as directed. Projects future needs for operations based on current deficiencies by conducting gap analysis. Implements timely responses to all actions required by the CRH leadership such as VACO directives, OIG actions, VISN requests, director requests, or other work order requests. Ensures necessary electronic medical record access is requested and gained. Collaborates with staff at other VA facilities across the nation. Provides technical expertise in collaboration with other personnel at the local, VISN, and national level with respect to CRH program operations. Coordinates and performs administrative duties delegated by CRH leadership. Assists with data collection for analysis/evaluation activities as directed by CRH leadership. Prepares responses for various suspense and action items. Participates in development of standard operating procedures. Takes a leadership role in record management and maintaining all current documents necessary to meet requirements of accrediting bodies, such as The Joint Commission. Creates lists of training needed by all CRH employees, ensuring completion of all mandated training and reporting on status. Participates in appropriate committees, task groups, etc., for planning, problem solving, program development, and maintenance. Prepares reports, letters, correspondence, and documents needed for program processes. Coordinates travel and education requests. Develops computerized methods of completing work including spreadsheets and databases to track funds, workload, project completion etc., as necessary. Provides oversight of procurement regulations and guidelines. Participates with CRH leadership in reviewing equipment needs, plans, and goals to develop budget data and justification for review and approval. Prepares equipment requests and supporting contract packages for procurement. Coordinates with service lines and logistics to ensure equipment is properly received and properly disposed if needed per VHA guidelines. Tracks all requests for human capital actions and maintains electronic log including timeframes for recruitment. Ensures all employees have mandatory training for onboarding, including orientation forms or checklists, and maintains documentation and follow up. Maintains close surveillance of staffing patterns and manpower utilization in all technical/clerical/clinical activities within the service. Incumbent may travel to other facilities within VISN 23 on an occasional basis. A current valid driver's license is required. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization, and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to:
performing and coordinating a variety of administrative functions to include assisting with developing plans, policies and procedures, assisting with planning or developing budget data, assisting with purchasing functions and procurement, analyzing problems and presenting both written and oral recommendations as solutions, preparing/generating reports, correspondence and documents, assisting with data collection for analysis and evaluation, assisting with developing spreadsheets and databases, and maintaining records. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond or in excess of the amount required for the next lower grade level. Qualifying education would be in excess or above 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
