Program Specialist

Duties include, but are not limited to:
Responsible for the administrative functions associated with various clinical and administrative programs within Quality Safety and Value (QSV). Follow applicable VA Handbooks, Directives and guidance as well as applicable federal statutes. Perform work in support of the assigned programs and projects to include but not limited to performance measures, performance improvement, program efficiencies, budgetary controls, expenses, audits and overall operation of the service. Carry out complex assignments independently, keeping program leaders informed of progress. Develop of long- and short-term strategic plans and processes. Analyze patient, statistical and financial data for trends and provides related reports, graphs, flowcharts, spreadsheets as required. Recommend improvement to processes, save funds, and maximize program efficiencies. Assist service line staff in developing procurement packages. Perform audits as required by various contract Quality Assurance plans. Communicate with customers (Veterans, their representatives, visitors, and all VA staff) in a courteous tactful and respectful manner. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-07 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the second lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
utilizing Microsoft applications to perform daily tasks, assisting with fiscal management, and preparing documents for review and approval. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one full academic year of graduate-level education or Superior Academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to do the work, such as Business Administration. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. GS-09 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the second lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
providing administrative support within a clinical environment, performing qualitative and quantitative methods to recommend improvements for programs, and developing procedures in accordance with laws, policies, and regulations. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration. OR, Combination:

Physical Requirements:
The work is primarily office work which will require the incumbent to work at a desk for extended periods. Typically, the employee may sit comfortably to do the work. However, there will be some walking, standing and carrying of light items. May be required to work in patient care areas to observe processes, train staff or oversee work, which will require the incumbent to employ appropriate infection control techniques. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
