Human Resources Specialist - Onboarding Specialist

The incumbent provides benefit entitlement education and benefit resources to on-site managers, supervisors, and employees and provides overall HR support in the areas defined under major duties below. Provide unbiased advice and consultation based on regulatory guidance for all HR issues Welcome divergent ideas and creative solutions to maximize efficient use of limited resources Serve as a local representative for HR organizations in local management meetings to include benefit entitlements, and recruitment issues Prepare, monitor, and track actions, conducts follow-up, and keep customers informed of HR related developments Provide technical guidance and consultative services on eligibility and enrollment for federal benefits, to include health insurance, life insurance, vision, dental, long term care, disabled veterans leave, Veteran's preference, military buy-back, OWCP, retirement, service computation dates verification, and telework Advise supervisors and employees on regulatory requirements of the programs and develops instructions Review and interpret policies, directives, and other issuances by the Office of Personnel Management (OPM), Department of Veterans Affairs (DVA), Department of Labor (DOL), and outside control agencies for applicability to activities serviced Provide technical guidance and consultative services to individual employees on all aspects of retirement benefits and coverage under CSRS and FERS Provide technical guidance and consultative services on the telework procedures and processes, training, and reporting on telework results Suggest technical system-wide improvements when deficiencies or inefficiencies are noted Demonstrate written and verbal communication techniques to develop and deliver briefings, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations Provide face to face New Employee Orientation to all associated employees and managers to include:
initiating E-Quip; all pre-employment screens and drug testing; ePAS notification; benefits consultation; and all required paperwork assistance and completion Responsible for in house fingerprinting, tracking background investigations, and the coordination, sponsorship, and issuance of PIV badges HR technical expert on Professional Standards Board (PSB) submissions for appointments and promotions above full performance Knowledge of and use of office automation equipment and a variety of software applications to includeL:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at a GS-05. For a GS-09 position you must have served 52 weeks at at least the 07 grade level. 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related, or Ph.D. or equivalent doctoral degree. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Applicants may also combine education and experience to qualify at this level. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
