Lead Medical Technician

Major Duties:
Using proper patient identification and specimen labeling, the incumbent collects blood specimens and ensures safe, non-traumatic processes are used to maintain patient safety and assure specimen quality. Incumbent performs blood collection using a variety of phlebotomy techniques including vacutainer system, syringe, butterfly or capillary finger sticks with a minimal number of failures, patient bruising, or required repeat collection, ensuring that samples are submitted to the clinical laboratory with the least possible delay. Follows standard operating procedures for guidance in specimen collection, however, not all situations will be addressed in procedure manuals and technician frequently must use professional knowledge when collecting specimens. Identifies tests that require special handling conditions and appropriately performs proper specimen collection. Leads a team of employees performing work at the GS-3/GS-4. Provides guidance and technical direction for accomplishing this work. Works with the supervisor to ensure best possible care for the patients. Ability to deal with a variety of individuals with tact and diplomacy. Can interpret and explain VA policies to employees and patients. Ability to present self in a professional attitude and to create a positive impressions management's representative. Specimen processing is performed independently, without supervision. Supervisor and/or medical technologists are available for consultation on complex issues. Provide education to patients regarding the collection of blood samples and potential complications and other collection requirements as needed. Work Schedule:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled, OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED). Physical Requirements:
The work requires manual dexterity and exceptional hand/eye coordination, some physical exertion, such as regular and recurring walking, bending and sitting. In many situations the durations of the activities (such as most of the workday) contributes to the arduous nature of the job. Position requires lifting of moderately heavy items, usually less than 35 lbs.
